Every value in EDRA ONE sits in exactly one state. Nothing moves from one to the next without a recorded step, so a submitted figure is never shown as if it were checked.

What an analyst accepted
A figure enters the governed record through a recorded decision, bound to the file it came from and to the person who accepted it.
What a completed run derived
Each calculation is locked as it completed, and states which of its inputs were governed and which were only submitted.
